Tarihsel süreç içerisinde çeşitli yeniliklerin ve değişimlerin eğitim ortamlarına yansıması, eğitim programların güncellenmesini zorunlu hale getirmiştir. Bu araştırmada Milli Eğitim Bakanlığı’nın [MEB] yayınladığı 2018, 2023 ve 2024 sosyal bilgiler öğretim programlarının karşılaştırılması amaçlanmıştır. Bu araştırma, nitel araştırma yöntemlerinden doküman incelemesi ile gerçekleştirilmiştir ve MEB tarafından yayınlanan son üç Sosyal Bilgiler Öğretim Programı araştırmada ele alınmıştır. Verilerin analizi için araştırmacılar tarafından Doküman İnceleme Formu oluşturulmuştur. Hazırlanan bu form üç öğretim programı için doldurulmuş ve ortaya çıkan üç form karşılaştırılarak yeni bir değerlendirme formu oluşturulmuştur. Veriler tablolar halinde verilmiş ve bu tablolar yorumlanmıştır. Araştırmadan elde edilen bulgular, sosyal bilgiler öğretim programlarının biçimsel karşılaştırması, içerik karşılaştırması, eğitim durumu karşılaştırması ve ölçme-değerlendirme karşılaştırması başlıklarında değerlendirilmiştir. Bu incelemeler doğrultusunda temel olarak; sosyal bilgiler öğretim programlarının içindekiler bölümünün 2018 ve 2023 programlarında aynı olduğu görülmüştür. 2024 programında ise, programın temel felsefesi ve özel amaçları açıklanmış, programın uygulanmasına yönelik esaslar düzenlenmiştir. Sosyal bilgiler öğretim programlarının içerik yapısında ise, 2018 ve 2023 öğretim programlarının temel beceriler ve değerler eğitimi ayrı başlıklar olarak yer almaktadır. Ancak 2024 programında ise içerikte yeni bir düzenlemeye gidildiği görülmektedir. Sosyal Bilgiler öğretim programlarında eğitim durumu ile ilgili bir açıklama olmadığı, 2024 programında ise eğitim durumu ile ilgili detaylı bilgiler yer aldığı görülmektedir. Son olarak, ölçme ve değerlendirmeye yönelik 2018 ve 2023 sosyal bilgiler öğretim programında bir başlığa yer verilmiştir. 2024 sosyal bilgiler öğretim programında ise, ölçme ve değerlendirmeye dair bir başlığa yer verilmemiş, ancak program detaylandırılmasında öğrenme kanıtları başlığı ile her bir öğrenme alanına dair ölçme ve değerlendirme açıklamalarına yer verilmiştir. Genel olarak, bu araştırmanın yakın zamanda yayınlanan yeni sosyal bilgiler öğretim programı ile ilgili çalışma yapacak araştırmacılara katkı sağlayacağı düşünülmektedir.
The necessity to revise educational programs has arisen due to the impact of different advancements and changes in educational settings throughout history. One of the updated programs is the Social Studies Curriculum. This study was aimed to compare the Social Studies Curriculum was released by the Ministry of National Education [MoNE] in 2018, 2023, and 2024. In this study, document analysis one of the qualitative research methods was used. In this study, the last three Social Studies Curriculum published by the MoNE are addressed. A Document Review Form was made up by the researchers for data analysis. This form was filled in separately for the three teaching programs. Then, a new evaluation form was created by comparing the three forms. The data are given in tables and the tables are interpreted. The findings obtained from the research were evaluated under four headings: formal comparison of Social Studies Curriculum, content comparison, educational status comparison and assessment- evaluation comparison. In accordance with these examinations, it was seen that the table of contents of the social studies curriculum were the same in the 2018 and 2023 programs. In the 2024 program, the basic philosophy and specific objectives of the program are explained and the guidelines for the fulfilment of the program are organized. In the content structure of the Social Studies Curriculum, the 2018 and 2023 curriculum have two separate titles: basic skills and values education. However, it is seen that there is a new regulation in the content in the 2024 program. There is no explanation about educational status in the Social Studies Curriculum, while the 2024 curriculum includes detailed information about educational status. Finally, it is in sight that there is a title for assessment- evaluation comparison in the 2018 and 2023 Social Studies Curriculum. In the 2024 Social Studies Curriculum, there is no title on assessment- evaluation. However, in the program description, assessment- evaluation explanations are included under the title of learning evidence. In general, it is thought that this study will contribute to researchers, policy makers and curriculum developers who will work on the recently published new Social Studies Curriculum.
