Türkiye'de Göçün Yoğun Olduğu İllerde Belediyelerin Stratejik Planlarında Göç Yönetimi

Özet

Göç, günümüzde dünyanın büyük bir bölümünü etkileyen ve çok boyutlu yapısı nedeniyle küresel ölçekte ele alınan önemli bir sorundur. Uluslararası kuruluşlar, merkezi ve yerel yönetimler ile sivil toplum örgütleri başta olmak üzere birçok aktör, göç olgusuna yönelik çözüm arayışları içinde bulunmaktadır. Ancak sorunun siyasi, askeri ve ekonomik krizlerle iç içe geçmiş yapısı, bu alanda ortak ve kapsamlı bir mutabakatın sağlanmasını güçleştirmektedir. Türkiye, jeopolitik konumu itibarıyla hem yoğun göç alan hem de geçiş ülkesi niteliği taşıyan ülkeler arasında yer almaktadır. Özellikle Ortadoğu’da Arap Baharı sürecinin iç karışıklıklarla başlayıp iç savaşlara dönüşmesi, Türkiye’yi dünyada en fazla göç alan ülkelerden biri haline getirmiştir. Türkiye’de göç olgusu yalnızca merkezi yönetim tarafından değil, aynı zamanda yerel yönetimler tarafından da ele alınmakta; belediyeler göçmenlere yönelik politika ve hizmetleri hayata geçirmek amacıyla stratejik planlarında bu konuya yer vermektedir. Bu çalışma, Türkiye’de göç yoğunluğunun yüksek olduğu on iki belediyenin stratejik planlarını inceleyerek, belediyelerin göçmen politikalarına yönelik yaklaşımlarını analiz etmeyi amaçlamaktadır. Araştırma, nitel araştırma yöntemi çerçevesinde yürütülmüş; Türkiye’de göç yoğunluğunun en fazla olduğu on iki (12) il belediyesinin stratejik planları MAXQDA programı aracılığıyla incelenmiş ve tek vaka analizi kapsamında kodlanarak yorumlanmıştır.
Migration is a significant problem affecting a large part of the world today and is addressed on a global scale due to its multifaceted nature. Many actors, including international organizations, central and local governments, and civil society organizations, are seeking solutions to the phenomenon of migration. However, the intertwined nature of the problem with political, military, and economic crises makes it difficult to reach a common and comprehensive consensus in this area. Turkey, due to its geopolitical location, is among the countries that both receive a large number of migrants and serve as a transit country. In particular, the Arab Spring process in the Middle East, which began with internal conflicts and escalated into civil wars, has made Turkey one of the countries receiving the most migrants in the world. In Turkey, the phenomenon of migration is addressed not only by the central government but also by local governments; municipalities include this issue in their strategic plans to implement policies and services for migrants. This study aims to analyze the approaches of twelve municipalities with high migration density in Turkey to their migration policies by examining their strategic plans. The research was conducted within the framework of qualitative research methods; The strategic plans of twelve (12) provincial municipalities with the highest migration density in Turkey were examined through the MAXQDA program and coded and interpreted within the scope of a single case analysis.
