Power of the purse perception of bureaucrats in Turkey and the determinant factors

Abstract

This study aims to analyze the power of purse perception of bureaucrats. In this context, answers the questions such as to what extent bureaucrats are aware that the power of purse belongs to the society, what factors affect their awareness level and how much they involve the society in budgeting processes in accordance with the awareness have been sought for. For that purpose, a scale with 30 statements have been used. Through factor and regression analyses of the data obtained from the used scale, power of purse perception level has been tried to be identified. The analyses have concluded that bureaucrats in Turkey have got the perception that the society is not included in budgeting processes and therefore, the power of purse perception is not actively used by the society. The fact that 5 factors are effective in this perception and these factors generally have a positive effect in same direction in power of purse perception has been identified.
